Currently the releases are fairly buried in the main view, it's halfway down the right-hand side bar below a bunch of stuff most people don't care about.
This has resulted in a lot of developers adding an explicit link to the releases section in the root readme to guide users to it.
I would prefer it to have Releases in the main tab bar along side Issues and Pull Requests, but that hasn't been the case historically (for some reason?)
If we instead do some reshuffling then we can give them a bit more visibility:
This way there is more visual weight to the top of the right-hand side bar which should increase the discoverability of releases.
This is a reshuffle of existing elements so themes should be unaffected.
