WidgetRules - Apply on Initial HTML

I'm using Toast editor in wysiwyg mode for editing html templates and I'm using some widgetRules to highlight few items on UI based on the input text in the wysiwyg editor.
I was not able to apply those widgetRules when calling editor.setHTML(). The editor is rendering fine the code but does not apply the widgetRules at all.

Is there any possibility to do this on initial load with predefined content?
