Access Denied Error

I have no idea how to fix this, running as administrator doesn't do anything.
I am trying to open models from the Jewelpet titles, this one is from Jewelpet: Mahou no Rhythm de Yay (English title: Magical Rhythm Yay!)

Same problem, no matter where I put the file.

check that it's not read only in the file properties (right click file > properties > readonly) that happened to me once. or check it has invalid characters in the path. maybe it doesnt like the double extension? i dont; think that would be it... the error is copmlaining that windows wont even let ohana touch the file let alon try to process it, afaict.
